Acquisition reform is the strategic policy issue for the ITAPS federal team. Two decades have passed since the last round of major acquisition reform in the federal government. Most of the IT goods and services that exist today were not envisioned at that time, including all of the new and innovative ways to acquire them. These and other conditions have created an overly complex and burdensome contracting environment that dissuades innovative companies from entering or staying in the market to help support the government’s technology needs. ITAPS promotes a holistic and complete review of the entire acquisition system including reestablishing the commercial item preference, creating a modern and reliable IT budget, improving and supporting the evolving acquisition workforce, rationalizing oversight, and learning from past reform efforts.
