ITAPS supports legislative efforts that seek to grant broad authority to a state’s chief information officer (CIO) to oversee all state agencies’ information technology (IT) investment, procurement, and management strategies so that technology can target solutions and be available across the enterprise of state government. Such authority is important to effectuate robust innovation and maximize technology investments across the state enterprise. We support efforts to strengthen the office of the CIO so that it can deliver a comprehensive long-range plan for the state’ information technology resources, ensuring the proper management of such resources and delivery of constituent services. ITAPS supports measures that give formal supervisory and operational authority over statewide IT planning, acquisition, oversight, rulemaking, policy adoption, and standards as well as statewide IT operations and service delivery across the executive branch of state government.
